Rewards from Halloween events (Held in October/November) are free as event rewards.There are some Public Events that give you one or more Vehicle Paints:
Legendary paints can be obtained by purchasing paint bundles or special offers from the Shop, or winning it from Public Events. Paints and wheels are assigned to different levels of rarity, including Common, Rare, Epic and Legendary (like Tuning Parts), which are all displayed by their corresponding background colors: black (owned by default), silver, gold, purple and blue. These can be obtained in different ways, such as earning them from chests, purchasing offers from the shop for real-world currency, or earning them from public events. In Hill Climb Racing 2, you have the opportunity to change the looks of your vehicles with many paints and wheels.
